Unfortunately, this is a known Microsoft issue.
The recommendation for now is to go directly to Microsoft (not from within Word) to find and download templates.
The templates will be saved to your Downloads folder - some will open automatically.
If you would like to save the download as a template in Word, choose SAVE AS from the File menu and click BROWSE. After typing a new name for your template, change the file type to "Word Template".
The saving location will default to your My Documents > Custom Office Templates. You can build you own library of templates.
To see your custom templates, open word and then click the PERSONAL heading above "Blank Document".
